The City of Omaha administers the federal Emergency Solutions Grant (ESG) funds. Eligible activities that will be considered for ESG funds include emergency shelter, rapid rehousing, and HMIS. The Department of Health and Human Services administers the Nebraska Homeless Assistance Program (NHAP) providing funds to agencies to address the needs of those who are homeless or nearly homeless. Funds come from both state and federal sources. State funds are from the Nebraska Homeless Assistance Trust Fund. For more information see the DHHS website below.

Each year the U.S. Department of Housing and Urban Development (HUD) funds Continuum of Care programs for projects provide housing assistance and/or supportive services to people experiencing homelessness, as well as costs related to planning and data collection. Threshold CoC is the lead agency on this collaborative grant which brought 5.8 million dollars into our continuum in 2023. This HUD grant will provide funding for communities developing and implementing a coordinated community approach to preventing and ending youth (18-24) homelessness. It's a collaborative application and is not open to the public, but if your agency provides services directly to youth facing housing instability, we want to hear from you. Diversion/Rapid Exit funding is an opportunity for agencies providing coordinated entry services in our CoC as Access Points. These flexible funds are designed for those facing homelessness, but with resources to find and sustain housing with a one-time, light-touch assistance.
